Job Details General Summary/Overview Statement:

Massachusetts General Hospital (MGH) and Eastern Maine Health System (EMHS) have entered into a clinical affiliation agreement to develop integrated clinical service lines primarily based at EMHS member organizations. Primary and secondary care will be focused at EMHS community hospitals and tertiary care at Eastern Maine Medical Center. The affiliation will provide access to MGH for sub-specialty complex tertiary/quaternary care. Clinically integrated service lines will exhibit the sharing of best-practices and develop quality and safety programs, IT interfaces and marketing/communication plans. The MGH/EMHS Affiliation Director, in collaboration with the identified service line clinical leaders, Chief Medical Officers/Physician Directors, Administrators, IT, and Marketing Directors from both organizations, is responsible for overseeing the successful integration and ongoing management of the MGH/EMHS Clinical Affiliation. This Director, through his/ her immersion into both systems, will also be responsible for identifying and developing other mutually beneficial service lines and bringing them forward to the appropriate leadership at both organizations.

The Director will develop, manage and coordinate all aspects of the MGH/EMHS clinical affiliation across major service lines/centers and sites as identified in the Clinical Affiliation agreement:
•TeleHealth Infrastructure and Care Planning
•Transplant
•Pediatric and Neonatal Intensive Care
•Heart
•Neurosciences including TeleAcute Neurosciences
•Complex Orthopaedics
•Trauma
•Cancer
•Population Health Management
•Ongoing contractual agreements: Acadia Hospital

The Director will:
•adhere to a strict non-disclosure practice and provide the highest-level of discretion and respect information they may be exposed to in the due course of their work that may not be relevant to the clinical affiliation
•Facilitate at the service line level, the development of strategic/business plans, associated documents, reports and dashboards to demonstrate progress and Clinical Affiliation growth
•Manage the various documented agreements between MGH and EMHS, monitoring compliance, risk, renewal terms and ensuring clinical affiliation activities are consistent with executed agreements and strategic plans
•Work with the MGH Referral Management office, Access Nurses, Departments and Centers to enhance efficient and timely access systems for patients from EMHS to get to MGH for a care as necessary and coordinate their return to their community as soon as appropriate as well as identify access/transfer challenges between organizations
•Serve as the primary representative from to each institution when participating in meetings or on committees relevant to the clinical affiliation
•Physically spend equal time at both the MGH and EMHS designated sites
•Be a local resource/ support to the MGPO doctors who practice onsite at EMHS
The Director will oversee and facilitate the service line Joint Operations Committees. In conjunction with subject matter experts from both MGH/MGPO and EMHS the Director will develop and manage key infrastructure elements including but not limited to:

?TeleHealth
?Marketing
?Quality and Safety programs


PRINCIPAL DUTIES AND RESPONSIBILITIES:Indicate key areas of responsibility, major job duties, special projects and key objectives for this position. These items should be evaluated throughout the year and included in the written annual evaluation.


General Responsibilities
•Establishes and implements short and long-range goals, objectives, policies, and operating procedures; monitors and evaluates operational effectiveness; effects changes required for improvement.
•Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the clinical affiliation's goals and objectives.
•Appropriately represents the MGH/EMHS Clinical Affiliation internally and externally and fosters positive community relations and image, while promoting the Clinical Affiliation as a community resource.
•Develops and fosters effective collaboration between MGH and EMHS clinical departments, medical staff and leadership to ensure an integrated approach to providing services.
•Serves as the coordinating force that aligns the MGH/EMHS Clinical Affiliation to achieve objectives on time and within budget.
•Reports updates and progress on clinical affiliation initiatives to both Joint Operations and Executive Committees
•In collaboration with the service line leader for the clinical area, assures that the affiliated clinical program
comply with all the standards, policies and procedures of the licensed hospital.
•Participates in all meetings relevant to the clinical affiliation at both organizations
•Works with the administrative and medical directors of the clinical affiliation service lines to establish performance and efficiency metrics, and patient satisfaction assessments
•Develops effective communication approaches to facilitate feedback which will promote a positive environment and further development of the affiliation
•Identifies and leverages "best practice" principles together with clinical service lines
•Keeps abreast of changes in the health care industry, organizational trends, and major technological improvements in clinical care.
•Performs other job-related duties as assigned.
•Works with the MGH and EMHS marketing departments to develop and implement marketing and communications initiatives.
•Works with IT committee to develop strategic integrated IT for all clinical service lines and programs which enhance the overall affiliation
•Meets with the North Sr. Regional Director regularly to keep abreast of regional activity to assure development and sequencing of clinical programs at sites are in concert with market area activities.


Personnel Management
•Serves as a professional role model; assists with the development of management staff.
•Continually monitors and enhances the work culture in order to attract and retain the staff talent necessary to provide the highest quality of patient care possible.


Contracting
•Working with the service line leaders and contracting Directors at each organization, reviews and assures the terms of the contracts are correct and appropriately executed

QUALIFICATIONS:
•Bachelor's degree required, masters degree preferred with six to eight years of progressive experience in health care management.
•Required: Lead role in business process improvement activity and system integration
•Preferred: Clinical care background
•Preferred: Healthcare industry experience

SKILLS/ ABILITIES/ COMPETENCIES REQUIRED:
•Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community including but not limited to: MGPO, Chiefs of Service, Community Physicians in various practice models and allied health professionals.
•Must have full understanding of overall business processes, inpatient and ambulatory operations.
•Ability to build and gain consensus.
•Ability to work effectively within the MGH and EMHS health system's decision-making and organizational structure.
•Knowledge of computerized information systems used in clinical and financial functions.

WORKING CONDITIONS:Describe the conditions in which the work is performed.
The Director will have a physical presence at both MGH and EMHS sites. Private Office accommodations (computer workstation, printer, and phone) and support staff will be provided by both MGH and EMHS. The Director will have access to MGH and EMHS IT platforms to include but not limited to: email, EMR and calendar systems (to be maintained at both institutions). Weekly and on occasion daily travel to and from MGH and EMHS and their associated sites is anticipated.

SUPERVISORY RESPONSIBILITY: List the number of FTEs supervised.
The Director is responsible for the successful development and facilitation of the joint operations and service line committees.

FISCAL RESPONSIBILITY:Indicate financial "scope" information, i.e.: size of budget, volume, revenue, etc.
The Director will work with the service line Directors to collaboratively develop and execute annual budgets in support of the Clinical Affiliation service lines and the Sr. Regional Director to manage and evaluate associated business expenses of the position.
